Abstract
In this paper, a new figure introduced by the 1994 Argentine constitutional reform will be studied: the chief of the cabinet of ministers. This paper will answer whether, after twenty-five years of its implementation (fulfilled on July 8, 2020), it has been an efficient role for our government system. First, Iwillstudythe historical context in which it was implemented. Second, Iwill analyzewhat were the objectives that motivated the inclusion of the chief of staff in the National Constitution and what is the role that he must play according to our legal system. Third, I will inquire intowhat were the studies carried out by Argentine jurists regarding this role; likewise, Iwill consider a statistical study that specifically investigates the chief’s duty to report back toCongress.
