Abstract
The scope of the autonomy of national universities varies accordingto the historical period analysed, having alternated cycles of greater and lesser interference by political power in the autonomous regime during the last century.The constitutional reform of 1994 established the “autonomous” and “autarchic” dualcharacter of national universities. Although the jurisprudence has admitted that autonomy is reserved to the technical, scientific and political-institutional spheres,recognizing the prerogativeof universitiesto dictate their own fundamental rules in exercising an original normative power, to freely choose their authorities, to establish their syllabi, etc., the autarchy remains on theeconomic-financial level, to the extent that national universities manageand dispose of public resources assigned by the national budget.However, given that the Argentine Congress retains the power to dictate the organizational and basic legislati...
