Abstract
Nowadays, the acceleration of change and transformation due to the globalization movements affects public organizations as well as private organizations. Plus, the traditional management techniques are inadequate against the diversified human needs since the 21st century, which has paved the way for the creation of new approaches. Both in Turkey in the world as well as New Public Management (NPM) to be adopted with the beginning of understanding, especially in the field of entrepreneurship and the development of human resources in public administration have taken important steps.
